The Position
Clean Water Services seeks an Electrical Supervisor. This position plans, organizes and schedules, directs, and reviews the work of staff Electricians assigned to the installation, maintenance, and repair of the electrical and electronic equipment, machinery and instrumentation in District wastewater treatment plants and remote pump stations. This position is also responsible for ensuring that short-term and long-term work orders and planning projects are completed. The Electrical Supervisor performs incidental inspections of new construction done by outside electrical contractors and staff electricians to ensure compliance with contract document requirements, District standards, the National Electrical Code, and other relevant governing statues, regulations, guides, and standards.
Essential Functions

- Participate in the development and implementation of District and departmental policies, procedures, goals, objectives, and strategic initiatives as they relate to the installation, maintenance, and repair of the electrical and electronic equipment, machinery and instrumentation in treatment plants, and remote pump stations.
- Prioritize, plan, and track resources needed for unit’s work; ensure needed tools and
resources are available to accomplish work plans; monitor expenditures and operational accomplishments; propose recommendations to improve efficiency and effectiveness; assure corrective actions and improvements are implemented.
- Participate in the preparation and administration of the division budget and submit budget recommendations; monitors expenditures and operational accomplishments; purchase parts, including bidding, sole source, and contract preparation; proposes recommendations to improve efficiency and effectiveness; assures corrective actions and improvements are implemented.
- Oversee, organize, assign, and review staff’s work; develop performance standards;
prepare performance evaluations; provide coaching and prepare development plans; assure compliance with District safety practices and procedures.
- Resolve technical problems, complaints, and requests for information related to the work of the unit; serves as point of contact for other departments, supervisors, and project managers regarding: work assignments; project scheduling; Tabware maintenance software, and parts and supplies.
- Manage in-house program for preventive maintenance of electrical and electronic equipment utilizing Tabware maintenance software; coordinates and supports Field Engineer - Electrical in conducting maintenance of medium voltage equipment.
- Serve as liaison to consultants, contractors, and vendors; assist in the selection of consultants and contractors; administers and monitors contract expenditures. Provides input on design and review of projects; and assists on startup and commissioning of the projects.
- Perform incidental inspection of new construction for compliance with contract document requirements, District standards, the National Electrical Code, and other relevant governing statutes, regulations, guidelines, and standards; prepare punch lists documenting construction deficiencies, review contractor change orders, review record drawings, and administer the warranty program for electrical equipment.
Expected Knowledge, Skills and Abilities
Knowledge of: operations, services, and processes of an industrial electrical maintenance program, methods, equipment and materials used in electrical equipment and instrumentation maintenance, installation and repair; electrical theory and circuits; principals of analog and digital electronics; fundamentals of industrial process control; pertinent Federal, State, and local laws, codes, regulations, and practices; basic principles and practices of budget development and control; principles of supervision; team building and coaching techniques and practices.
Skill in: planning, organizing, directing and reviewing the work of skilled technical personnel; supervising, training, disciplining and evaluating staff; reading, interpreting and explaining plans, blueprints, schematics, and specifications; analyzing problems, identifying alternative solutions, projecting consequences of proposed actions and implementing actions in support of objectives; use of computers and computer software including word processing and spreadsheets.
Ability to: evaluate equipment performance; develop maintenance programs and procedures; interpret and apply pertinent policies, procedures, laws, codes, regulations, and permits; coordinate and schedule resources; establish and maintain effective working relationships with those contacted in the course of work including a variety of District and other government officials, community groups, and the general public; operate effectively in a team environment; communicate clearly and concisely, both orally and in writing.
The Candidate/Qualifications
Any combination of experience and training that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the knowledge, skills and abilities would be:
- Responsible experience as a lead worker, team leader, or crew leader. Experience in the direct supervision of Electricians preferred.
- Increasingly responsible experience as an Electrician in commercial and industrial environments; wastewater treatment plant experience is a plus.
- Training in the Oregon Electrical Specialty Code.
Certification and Licensure
Upon selection candidates must possess an Oregon General Supervising Electrician License and a valid State of Oregon driver's license.

Clean Water Services is a water resource management utility for more than 520,000
people in urban Washington County and small portions of Multnomah County, Clackamas
County, Lake Oswego, and Portland. Clean Water Services operates four wastewater
treatment facilities, constructs and maintains flood management and water quality
projects, and manages flow in the Tualatin River to improve water quality and protect
fish habitat. Although Clean Water Services maintains a close working relationship
with Washington County government, it is a separately managed and financed public
utility.
Salary
Clean Water Services offers a comprehensive and competitive compensation and benefits
program. Compensation for this full-time position is
$72,162 to $99,223 per year.
